They could have had the project going a number of times but they were up against a monopoly supplier that controlled price and in that circumstance the timing has to be right and the customers and the pricing have to be solid.
I think that was the reason they held off. The pricing wasn't solid and therefore going into a business with debt and without solid pricing was too big a risk.
The demand and pricing seem more solid at this point in time so they are closer than ever to getting it built(hopefully). I guess they are waiting for the firm commitments from customers to push the button though.
