    from the NSW website MOD-1 SSD means - Changes to mine layout, infrastructure and reagent transportation, and increase to mine life. To me that is a major approval but that is my interpretation but that's me. Now, how can HEC proceed and then NSW does not approve the changes? It will certainly have impact on HEC. This could be the reason why ASM is not issuing the go ahead notice. They don't want to admit there is another approval pending which is contrary to what they claim. Again we can speculate as there is no clear comms from ASM but some vogue lingo.
