The best time to raise money is when you don't need to. I'm wondering whether they're looking at building production close to markets in North America, South America, Europe, Middle East etc.
As has been mentioned by a few, 'selling' the idea of putting a 'home made' product in your water is easier than 'selling' an imported product from a country with a recent chequered environmental history, not to mention producing bulk commodities close to site and other political implications of using locally sourced product.
