I think that the share price is bound to go up significantly on positive news to come i.e. CJs replacement, sale of inventory and further exploration of graphite/ruby leases etc, etc. But like you say people want signs of reform to build confidence otherwise it will slow rise.
Personally i don't agree with your 'taken from behind feeling' ( but then i don't know how that feels so i might be wrong on that one). I put it down to incompetence more than anything.
I believe that people who bought into MUS when its share price was high and still hold will not lose their money if things are run properly.
