My take on this is QHL have under quoted on the work just like Hawkei and that means there is not enough cash being generated to give the workers a pay rise hence the share plan that costs the company nothing but dilutes shareholders equity. Unfortunately the employees are probably wise to not have a lot of faith in their shares being worth much when they want to cash in.
