Nomura and Lanstead is a friend. See last announcement. Nomura is stock borrower, and Lanstead is stock lender.
Lanstead can't sell -> yes
Nomura can sell -> yes, but must return the same amount shares.
Theoretically, Lanstead can't sell, but they can lend the stock for a fee. The borrower can do whatever with the stock, as long they return the same amount of shares.
