The cash cost of €560 to mine and process a tonne of product with a price of $4,000/t (Talphite) seems pretty good to me.
However if you could really sell 425,000tpa Talphite at US$4,000/t and only need €1bn of capex to do it, there would be no point spending another €5-6bn to build an anode refinery to get ~380,000tpa of anode that sells at US$7,000/t.
