Bullshit, they've stated numerous times that without a mining permit the refinery would still proceed and source feedstock from other mining operations - which let's be honest - right now isn't exactly expensive.
Highly unlikely this scenario is going to transpire though, we are just stuck in this agonising waiting period until lift off.
