This 'tick of approval' bugs me a tad, it's my opinion that this could be approved with a splash of ink... however, it seems the ink stocks have been rationed or run dry.
I dearly refuse to think of any nefarious activities are at play, good god, perish the thought.
The Tanz Govt are very professional, they always carry spare pens.
