IMO the simplification of the ownership structure, may well have been a legal condition. Effectively creating the new entity which could be awarded any potential SML. The correct legal owning entity is essential and fundamental to the granting of any proposed licence.
sjl is correct in that .. if the owning entity must be ratified and approved by shareholders, then this step, is also essential and fundamental, prior to granting of any proposed special mining licence.
But moving in the right direction.
