Considering that these 2 SML's will be the 1st 2 new mining licenses issued for 17years and based upon the terms wanted by the Tanzanian Gvmt, ensuring all the "T's" and "i's) are wholly in place is entirely understandable, if for no other reason than it obviously does not take much to P the Gvmt off I would suggest.
Better slowly than not at all !!
