I think they should be included. All of them will be converted with the possible exception of a few bought by those with exceptional circumstances (those that don't understand oppies, forget to convert or drop dead just before expiry date). The extra income for the coy is low, at 0.8c/oppie compared to the SP, even today. Also, given how the price of the oppies is lagging (I don't think I've ever seen anything like it before, but to be fair I don't buy oppies all that often), I think we'll see ppl converting early. For those who want out now and only hold oppies, it would be better to convert and sell the heads. The market will price them in more as time goes by, either way.
