They have been trying to land a big fish since day 1. They developed BOOM, then BOOM2, CBA has been in the works for 18-20 months. Not yet. They have a PILOT with a huge client.

I think it's wise to cut costs, especially in the light of continually absent revenues and a possible need to extend trials.
