I could be wrong, but I'm under the impression they do not pay until services start (yes including the pilot). Effectively, payments/Revenue will start to be billed once the pilot program starts - I'm not at all disagreeing with the 'no free rides' comment.
Once again, I could be wrong, but a MOU doesn't absolutely guarantee getting to the pilot stage, where the payments imo would start coming in.
