Of course Mou's can generate revenue. Mou's are not fully legally binding but that doesn't mean that the terms can't explicitly include pricing or include pricing on the fly in good faith.
The pilot is definitely generating revenue at full pricing, no discounts, confirmed by PC at multiple investor seminars. This is an example of where the company announcements have been lacking important details that were shared with seminar attendees but not the public.
