I agree: I don't suspect the Banks would be looking to lend again (certainly not in a rush) to customers who defaulted on their credit cards and personal loans hence the market for the likes of PNC and CCP.
An account is in default (from a regulatory capital perspective from 90 days in arrears) and will be slotted into this category. The Loss Given Default (LGD) credit factor will be fairly high due to the unsecured nature of the debt.
I agree: I don't suspect the Banks would be looking to lend...
