Some good questions there, so I went shopping on good ‘ol google for some answers.
My interpretation of my research and some links to information you may find interesting:-

    1) Shale gas is a natural gas and can used just as any other LNG to fire a gas turbine generating electricity and I would assume also capable of feeding a SOFC given statements of their acceptance of a wide range of gases.

    2) Gas pipes or electrical transmission infrastructure costs come down to a site specific comparison due to many issues. The object of this paper, link below, attempts to compare a generic installation and concludes, in this scenario, the capex and opex of distributing gas to be cheaper by far to electrical transmission on an overall basis.

    3) Who makes the best fuel cells is probably a debate that could rage ad-infinitum, especially in this early stage of the development cycle. Having said that the more research one undertakes the more often scandia doped zirconia is mentioned as a front runner for its high conductivity and lower operating temperatures combining to achieve a higher output potential.

    4) To make more use of the technology scandium needs to be able to be produced in economical quantities sufficient to guarantee ongoing supply to manufactures. Although quite prevalent in the earth’s crust it is rarely found in sufficient quantities to be recovered economically. Can be found in low percentages in pegmatite, wolframite, tungsten concentrates, uranium process tailings and phosphate rock process tailings and many others but has rarely been seen to be economical to be recoverable in large quantities and is recovered as a by product in the above processes. The highest concentrations of known deposits seem to be as Thortveitite which is a scandium silicate.

    5) Who can supply enough scandium, at required purity, in enough quantities to allow the SOFC market to fully embrace scandium and further develop in that direction? The more you research this one the more you see the same words but in a different paper. Norway and Madagascar are repeatedly touted as having high grade occurrences of scandium. Occurrences in Norway are thortveitite, in crystalline form, and although as high as 30 - 40% Sc only occur in small pockets. Interest in the areas in Norway seems more by mineral collectors than miners. I have been unable to turn up any in depth data on Madagascar deposits.
A press release by Orbite Aluminae Inc (TSX: ORT) on June 26 2012, at the link below, refer to producing more than 60 tonnes of scandium oxide per year from their plant scheduled for start up in 2014.

EMC Metals Corp (TSX:EMC) look to have picked up Nyngan Scandium project NSW and are actively exploring in Norway showing some impressive rock samples to date.

JRV:ASX are actively exploring their scandium occurrence near Syerston NSW.

I have also read in several places today the statement that 100 patents have been filed in the last 50 years for uses involving scandium. What other scandium markets may suddenly make an entrance?
It does look to me that Metallica is well ahead of the race globally to be the first company producing scandium as its primary product.
