Either they secure a farm-out OR they secure a "strategic investment" (another way of saying CR).
Certainly points to the CR being aimed at the "smart money" with big pockets rather than retail investors.
That's a good thing - it removes the risk of SP dropping to CR level due to short-term stag trading.
