The Bad:
1) Because they've had a long history of hiring duds who have siphoned off a salary and then left.
2) Because the positions they're hiring for are deeply technical, most likely indicating a lack of existing technical capacity because previous staff cuts probably went down to the bone - which is never a good thing for an organisation like this. It takes years to get real value/return out of hires like these, unlike executive staff.
The Good:
You would hope that they must have a serious use case for them in order to contemplate a technical push.
