We haven't heard anything from the state government as yet, perhaps they will contribute.
The Clean Energy Finance Corporation (CEFC) would be a likely source of finance I would think.
Perhaps a cash raising would be on the cards.
Underscoring all of this is the ARENA grant, which makes the job of paying for it so much easier.
