No-one can get finance?
Without even stepping outside of Salta Province, I can give you two lithium companies that have recently obtained finance - Eramine with their US$400m deal with Glencore, and Argentina Lithium (ALE on TSX) which their US$90m deal with Stellantis.
Outside of Salta, you've got PMT securing C$109m from Albermarle, Lithium Americas receiving a US$650m investment from GM, and Galan securing A$70-100m from Glencore. That's just to name a few.
I wouldn't tar all companies with the same brush. There's finance available if your company is attractive enough.
