Summary
The Department has carried out a detailed assessment of the merits of the project, in accordance with
the relevant requirements of the EP&A Act and with consideration of issues raised in public submissions,
government agency advice and advice provided by the Department’s independent experts.
The Department has carefully considered all issues raised by the community and government agencies
throughout its assessment process, including all responses provided to the Department from TGO and
additional mitigation measures proposed to further reduce residual impacts of the project.
The Department has also recommended a strict set of conditions in consultation with key government
agencies including the Resources Regulator, TfNSW, BCS, Environment Protection Authority (EPA)
and Council which reflect current best practice for regulating the project and ensuring project
compliance with the recommended criteria and standards.
In weighing the impacts of the project, the Department has considered the beneficial impacts to the
region and State through economic benefits of royalties and continued and increased employment
opportunities for around 360 full time workers.
On balance, the Department considers that the benefits of the project outweigh its residual costs and
that the project is in the public interest and should be approved, subject to the strict conditions of
consent.
