from what Nic said in his email there is 7 days period to give chance for last minute challenge.
The way I read it is, if no one throws any last minute curve ball then it is done deal. The minister may sign 2 weeks later if he/she/it/them.. is busy but the deal is sealed. No one can submit new challenge once the 7 day period expires.
I am not sure if it's 7 days or 7 working days.
