    You mention that "all funds are allocated and accessible and moving through the stage 1 to 2 to 3". If that's the case, why wouldn't ALCOA make an announcement to their shareholders (and to the market), that the first chunk of money US$50m has been released to the project rather than being conditional on a funding decision ?
