    So you don't think there was "incompetence at senior levels" within PET?

    Who appointed the "thieving officeholders - and what due diligence was carried out to check their bona fides?" Who failed to put in place processes and systems that make fraudulent activity difficult?

    Be careful when trying to re-write history.
