Rox continues to model pathways to production that maximise profits at the lowest possible Capex.

Given the current market conditions, which include significant cost pressures being experienced by producers, various options and trade-off ’s are being studied, including:an initial smaller scale operation, with low upfront capital expenditure that can then be scaled up once the operation is in steady state; and larger scale initial operation with higher NPV albeit with higher upfront capital expenditure

That's an advantage of an in house Scoping Study, the Board can refine and rework.
Seems to me that Rox is now favouring a big cash-flow restart but with a different processing design..
Not long ago this was the processing model.

But now financial modelling is showing that the concentrator model for refractory ore is lower Capex and more profitable

Rox is working out whether a small processing plant with a low Capex or the higher Capex concentrator model is the best way forward.
A small plant needs high grade shallow oxide, low AISC gold which is why they are revisiting Grace and Link,
They want all the numbers on the table before they make their decision.
