couple of director bonus's perhaps? Did they say exactly where the extra 40% was to be spent? Just asking only my thoughts travelling around but a 40% underestimation should be explained one would think. If it is going to lead to a cheaper production process via better infrastructure/equipment fine but 40%...that is some severe readjustment of costs.
