I agree and also it is a huge risk that companies may not want. What shipping company wants a container of batteries in various charge states and conditions on their ship. It is a huge risk for a very small return.
I think the answer is a hub and spoke model of wet shred close to source, ship glug back, and process centrally for recoveries.
