The Instos will have an incentive to hold and let the price rise if there is a discounted option they can use later. Otherwise they might just sell and get a cheap profit now out of a recent rune of SP jumps.
Also there had to be a big sweetener for the risk as company is still in growth mode and cash flows are not guaranteed yet.
