May be you are missing my point. Waiting for a clear policy from the USG or more importantly from Congress, because they write the budget, is far too slow. There are too many special interest groups in DC pulling at Congress. You have to build it first, then use your need to become profitable as the basis for a policy "suggestion" to present to the USG after you start production. It is very similar to the SpaceX situation, where NASA had been talking about getting the private sector more involved than just building stuff and selling it to NASA, but no one really knew how to implement it or what it would like. So SpaceX built and launched anyway, and provided the USG a real life example to base the changed policies on, which are very favorable to companies like SpaceX.
