I would imagine the likes of a few big aussie miners and Nittetsu were approached and poked in the comprehensive pursuit of finance and were all given the information they needed to take the risk if they desire, MACH just got in first, so my thoughts are that after seeing MACHs offer anyone keen enough could make another offer.
The responsibility would be on those interested to make the higher offer
Those here with more experience on this may slap me down, i offer up my cheek.
