It was a highly liquid stock around 2016/17 but over time has been accumulated to the buggery by people looking for a small cap value play and there's now little to no stock available.
Stocks can sit almost in dormancy for some time then suddenly come to life and really rip, often due to nothing more than the market sitting up and taking notice. AMO 100M shares a good example.
