With focus on RE supply chains by USA, Europe. If PEK management really believed in themselves they could raise additional funds at higher offer price than last traded price of 3.3 cents. For amount of shares on offer, if a big investor really wanted to invest 2 million in PEK they could have pushed price upto 10 cents.
However it is up to PEK management. How they sell the vision and how hard they try to find investors with funds to buy into the vision and make investors bid against each other.
