My feeling is that it's cheap because the previous management chronically over promised and under delivered in combination with the gold in fresh rock being refractory in nature. I.e harder to liberate during processing.
New management plus having a Nathan Stoitis, a very well regarded metallurgist join RXL, has a few investors cautiously optimistic.
