One of the other oddities is Atlantic hasn't yet made any payments under the royalty provisions and in all likelihood won't make any this decade given likely exploration, development and approval timeframes. If the Ghanian government has a problem with potential payments, there is substantial time for the legal system to get it sorted and either endorse the payments as legal and appropriate or establish an alternative. I'm sure Atlantic would work with the appropriate authorities in a constructive manner and I suspect that Atlantic wouldn't have a strong preference as to who the payment goes to if it means a 2nd development area can get into production.
If the Ghanian system has a problem with the proposed royalty, then it stands to reason that it would need to be against some law/rule that exists or will exist by the time the payments are being made. If the system has a problem with these payments, one possible solution is taking court action / Ghana passing various rules/regulations meaning that while the payments would still occur, but they would go to an approved alternative entity. For example an approved charity for the benefit of local citizens. I'm sure Atlantic would be fine with making any royalty payments to an approved alternative entity.
