Different country, different standards, and different physical location means having to perform geotech study of soils, in order to design foundations specific to the location. Then any optimisations etc will affect the design, and ultimately, only so much civil works can be done before we need the design of the plant finalised. It would take months at the very least in order to perform the geotech test, and design the foundation, if you know exactly what you want to build.

You definitely can't just copy and paste a large infrastructure like this between different sites, let alone between nations with different legislative requirements of engineering, design, and construction.
