This is an ineteresting senario.
The two major shareholder support the increase in PACT/Benamon's position so its a done deal.
What is teh benefit of a company if the three major shareholders hold greater than 72%.
PACT would have no interest in selling and the other two major shareholders couldn't sell to anyone other than PACT.
This is a classic stalemate!
Have a look at what NCI has doen with PACT/Benamon sitting on the registry at 12% for numerous years. It's gone absoluetly nowhere!
