sw. Its true and I agree IOH WILL control its "own" port facilities. Those port facilities will only be the ones on IOH's lease area not the whole port.

Tell me why IOH is entering into a lease arrangement with DPA?

IOH will not control the port proper or the facilities needed to be controlled (by law) by the Dampier Port Authority for use by other exporters.

It can't be IOH's port to decide who when why and how much they pay to IOH to use it. It will be DPA's (not IOH's) port to make money from for the State.

Maybe IOH and the DPA will have an arrangement where some of the fees other port users pay to the DPA can be credited to IOH if they build major port facilities for use by others. Who knows.
