    With higher output of say 10mtpa it could be down around 30 to $40p/t FOB. More volume = lower cost to produce.

    That $96 p/t would include shipping cost. Not many would include that in their costings. Just about all companies use FOB cost. It would be better to source a European steel mill = lower shipping cost's.
