I would suggest cancelling a FDA trial would have seen the share price crash. It's apparent that sales in ROW aren't enough to sustain things so any CR after announcing cancelling a trial would have been at low prices with shareholders screaming!
Cancelling an FDA trial (which Mr Market has never been properly informed of progress)would have been the last thoughts of anyone in the company. IMO.
