The raising was not going to be until September 2015 I believe, so they would get the runs on the board before then and prove to the market they are worth $2.50 or so, with any luck.
I think they may be able to get by without it personally but I think a big part of it is increasing the free float. That is why I suggest directors should sell some holdings to instos as oppose to a cap raising.
By the by this is a takeover target if you ask me.
