I beleive their focus has always been to lock away the first 4 mtpa first and then let the remaining 4 follow that. As for the remaining 1, they've always suggested that they have people interested but in the same way that BH hasn't announced non-binding agreements I beleive they no longer see much point in the extra step on the way to binding agreements. At least that's all my understanding of their intentions. Others might have other thoughts to add.
