I remember MB saying at the Melbourne preso that BTAs will come after FERC - the inference being that no third party would commit to a BTA without knowing if the project will proceed or not.
I also remember him saying that the BTA parties could end up being very different to the parties to the non-binding agreements. He mentioned a company where this had happened, but I can't remember who that was. His point being that we shouldn't necessarily bank on the current non-binding agreement parties being the same parties to the BTAs - read into that what you will.
