I'd speculate walgreens would like a vast majority of there shops stocked before announcing they have yowies available. You can't advertise something that isn't yet available. It would upset the customer and worse for them, customers would head to walmart. You only have to look at these threads to see how many punters found disappointment at walmart before there was time for a full roll out.
