I'm not so concerned about the off shore manufacturing at this stage. If he wants to bring down costs, he can't tax them on the border and then complain drugs/Devices are too expensive. Local manufacturing will be very uncompetitive for the bulk of volume device manufacturers.
Also, I think AXP is in a good space as it can reduce costs for the practitioners through less visits and procedures. So its the kind of innovation that will be encouraged by anyone wanting to lower health care costs.
Final point, Trump will not dare touch any women's health condition which lowers access and outcomes. Women's health is a politically sensitive topic at the best of times.
