My understanding of "by 2020" is that Stage 2 could be completed before the end of 2020 eg it could be completed by December 2020 and their forecast would still be accurate. It doesn't mean, IMO, before 2020 but they are leaving open the possibility that it may be completed before 2020 has begun.
As Rechnerhand said, this is a different interpretation from the original, unequivocal statement that the expansion will be completed in 2019 - they've given themselves an extra 12 months wriggle room.
