Virtually any very small particle (fly ash or silica fume) or thin (glass, carbon nanofibres) steel etc) fibre used in concrete works exactly the same way (van der Waal's forces). Iran has made immensely strong (480MPa) concrete using metal fibres and very finely ground quartz.
