Key thing to remember about management is that they aren't stupid. As I said many moons ago, they can't exactly be as transparent as we would like them to be... Because being transparent in this way equates to them needing to publically come out saying "corruption from XYZ is holding us up" which is about as good as cutting your nose off to spite your face
