The corner restaurant can only ever service a limited customer base as their capacity for dine in is limited by the number of tables and takeaway is limited by the size of the kitchen and how fast the humans can make food.
CRO's customer base is not limited by physical capacity or geography, neither is their revenue potential limited by how many chicken parmis they can pump out of the kitchen of a fixed size.
Therefore you cannot apply the same valuation methodology across the 2 businesses. A corner restaurant making $50kpw in revenue is basically at capacity, whereas CRO is far from its capacity.
