CRO's customer base is not limited by physical capacity or geography, neither is their revenue potential limited by how many chicken parmis they can pump out of the kitchen of a fixed size.
Therefore you cannot apply the same valuation methodology across the 2 businesses. A corner restaurant making $50kpw in revenue is basically at capacity, whereas CRO is far from its capacity.
